Ingredients

1 lb ground beef or turkey

1 medium onion, diced

3 cloves garlic, minced

1 cup diced bell peppers (any color)

1 cup cauliflower rice (fresh or frozen)

1/2 cup sugar-free ketchup

1 tablespoon Worcestershire sauce

1 teaspoon yellow mustard

1 teaspoon smoked paprika

1/2 teaspoon salt

1/4 teaspoon black pepper

1 cup shredded cheddar cheese

1/2 cup cream cheese, softened

3 large eggs

1/4 cup heavy cream

Optional toppings: sliced pickles, chopped green onions, additional cheese

Instructions

Preheat the Oven: Preheat your oven to 350°F (175°C).

Cook the Meat: In a large skillet over medium heat, brown the ground beef or turkey. Drain excess fat if necessary. Add the diced onion and garlic to the skillet, cooking until the onion is translucent, about 3-4 minutes.

Add Vegetables: Stir in the diced bell peppers and cauliflower rice. Cook for another 3-5 minutes until the peppers soften.

Mix Sauce Ingredients: In a small bowl, mix together the sugar-free ketchup, Worcestershire sauce, yellow mustard, smoked paprika, salt, and black pepper. Pour this mixture into the skillet with the meat and vegetables. Stir well to combine everything and let simmer for an additional 2-3 minutes.

Prepare the Casserole Mixture: In a separate bowl, beat together the cream cheese, eggs, and heavy cream until smooth. This will serve as the custard base for the casserole.

Assemble the Casserole: In a greased 9x13 inch baking dish, spread the meat mixture evenly across the bottom. Pour the cream mixture over the top, ensuring an even coverage. Finally, sprinkle the shredded cheddar cheese on top of everything.

Bake the Casserole: Place the casserole in the preheated oven and bake for 25-30 minutes, or until the cheese is bubbly and golden brown, and the casserole is set.

Serve: Let the casserole sit for 5-10 minutes before slicing. Serve with optional toppings like sliced pickles or chopped green onions for added flavor.
